I think the ability to negate negative modifiers is powerful in its own right. If you have two characters with A/A dice pools but one has an additional +2 in modifiers and the other doesn't, then a net -3 modifier will reduce one to A/B and the other to B/C. Effectively, the A/A character with specialties and other bonus sources is able to maintain peak performance in adverse conditions. That means his prefight management process should involve finding ways to generate those adverse conditions, stacking the deck in his favor while hampering his adversaries.
