Hello, I’m wondering where the city is actually located in the Davokar map. I see it has water nearby.

There’s a map over davokar were the location of symbar is marked in the mother of darkness book in ToT. It’s in the part where the different roads to symbar are discussed, when the players are planning on travelling there.
