Combat and Outmaneuver option

I need some help working through a situation because I think I must have missed something in the rules.

Situation: 2 Society members (Abbott and Costello) are facing off against a cultist (Bob). All three have a knife and all are trained in close combat.

Initiative cards dealt: Abbott: Ace, Bob the Cultist: 3, Costello: 6

Round 1: Abbott slices at Bob and scores 2 successes - does 1 damage and chooses to outmaneuver - they swap cards (Bob now has the Ace and Abbott the 3)
What happens when the GM calls out phase 3? - Does Abbott go again or is he done for the round?
At phase 6 - Costello stabs Bob and gets 2 successes he also does 1 damage and chooses to outmaneuver (Bob now has the 6 and Costello the Ace)
No other cards - the round ends. Bob never gets his turn or does he go at the end?

Round 2: Costello- Ace, Abbott- 3, Bob- 6)
Depending on the answer to the 1st question above either Bob may never get an action or the PCs will have had 4 actions to Bob's 1.

Two sixes on say 6 dice (4 physique / 2 close combat) will happen just over 25% of the time. With 7 dice it goes to 33% - easy for new characters to be in this range.

What am I not understanding in the reading of the rules?

I may have it wrong, but it's to swap a card for future rounds, so if you're going first, you don't need to swap cards - you'll be going first anyway - but if you're going later in the round, you can use it to swap for an earlier card, so that in future rounds, you're on the ace and your enemy's on the 6.

As Lem23 said, the idea is to swap initiative cards with your opponent so you get a better init the next round. So if you already are first, you better choose another stunt (edit: apparently just called effects in Vaesen, they are called stunts in other YZ games).
