I'm abit confused how this works here's my take hopefully it's correct you roll sneak versus scout with a modifier based on distance, is this modifier based on the distance where you started from or the distance you want to get to?

The modifier is how close you want be when you do your Sneak Attack. So if you want to stab someone, you have to be in Arm's Length, then your Stealth skill roll is modified with -2.

and I'm right in thinking its stealth versus scout skill?

Yup. The assassin to be make a skill roll for Stealth, modified by how close he wants to be (and remember that modifiers add or subtract skill dice). Then the soon to be dead makes a Scout roll trying to take the assassins successes with his own successes and if he succeeds with that, then combat starts (still might count as a surprise for the assassin, giving him some bonus to his initiative).
