WP Max

My players are walking around with max WP. I don't think the game is designed so that that's the "normal" outcome.
I think the issue is that it's very easy to generate WP on journeys, since you're constantly doing things. If you fail, it's no big deal - everyone can just rest or sleep and regain their attributes.
I think I'm missing something.

Maybe they are rolling too often...?
"you should only roll dice when absolutely necessary, in dramatic situations or tough challenges" (p46, phb)
Kin/profession talents, and spells require some WP expenditure. Perhaps they haven't needed to use their talents and/or cast spells?
Time to put them into a position where they are "encouraged" to use their talents/spells to survive or pay the consequences.

Also, make sure to alter when encounter happens. If the players get too comfortable pushing their rolls because they ”can always sleep/rest while on jurney”, they might rethink this after been surprised by trolls while sleeping/getting ready for camp. Remember NPC and monsters might have reasons to travel as well and on different times of day. Battling a few trolls is no easy task and doing so while nearly broken at least got my players think again when pushing really is necessary. Also, pushing is only allowed when the extra successes realy has an effect. If it won’t matter to have more successes, no pushing.

Yeah, it is. I have the same problem.
I did some house rules to fix it, check my post or PM me.
Increasing rate of random encounters even with monsters will not help

I don't meet this problem often, it happened to 1 or 2 players but the WP were taken by the druid to heal (transfer, general spells). But we don't roll often, and my players ask sometimes for a roll (and I know it's also to get maybe WP). The rules "don't push if it's not needed" and "roll only if necessary" with regular encounter (monsters, traps, sickness, poison, utilitary spells and so on) are, for now, enough. But maybe it will be different in the next sessions.

I find there's an unresolved conflict between the "don't roll too often" recommendation in p.44 and the mechanics for Journeys, which are a mini-game almost entirely based on rolling dice.
That's mainly how my PCs accumulate WP.

In my group, the players on journeys, roll for Lead the Way and then on the evening a Make Camp roll. Those two rolls only require one success and I can't say that my players fails those rolls that often, so they don't earn that many WP that way. Hunting and Foraging could yield some WP but the group might not always need to hunt or forage. There might be a Keep Watch roll if there is an encounter but that roll is an active Scouting roll to warn the group that something is nearby, not an opposed roll, so you that roll also only need one success and will not often result in WP.
The players could of course pick idiots to do the skill rolls, they might need to push to get one success, but the effect of failures during a journey can be quite harsh. My group earn most of there WPs in fights, when sneaking around and when manipulations (i.e. opposed rolls) and to injure yourself in those situations can be really bad.

Since my players almost never spend their experience points on Skills (a problem discussed elsewhere), they fail these Journey rolls pretty often.
Also, recovering attribute damage is pretty cheap as in my campaign I don't throw threats at the party at every single moment.

I don't throw "threats" at my party either and my players use their XP for talents more than skills (sadly), but they know that a failed Lead the Way roll can have serious consequences (that can cause a chain reaction). My group use tents and stuff when they Make Camp so, that roll doesn't fail that often. They usually only fail if they where injured in the first place.
Perhaps it is so that my group are more interested in succeeding with their hiking rolls, not milking the rolls for WP. They know that WP will come naturally, they don't have to force it.
