I might be missing something here, but since the Bolt Gun is Single Shot and has 5 shots, what happens if you panic while using it in ranged combat? It doesn't use a Reload like all the other guns so its not like you could shoot all the bolts in a panicked frenzy as it takes a slow action to put another bolt in it. Drop all the bolts on the floor, lose one through a grating perhaps?

The way I understood it, the bolt gun has 5 reloads, it's just that it has to reload after every shot. So a panic with a bolt gun would be treated the same as a regular shot with a bolt gun in that regard. Slow action to reload and lower reloads by one step.
