Terrain Modifiers in Urban Combat

Hey everyone! I was scanning through the Urban Operations book for my next campaign and noticed something interesting. In the combat example on page 17 (at least in the Italian version), a terrain modifier is applied even when shooting at a target in the same hex.

Shouldn't this work just like standard combat (where same-hex shots ignore terrain)?

How do you suggest handling this at your table?

Urban combat is a lot more granular than regular combat as a lot more detail is included concerning what is in a hex. So using the more abstract, standard scale, you have to allow for that.

I don't know what the right answer is but the rules was changed for Close Quarter Combat, so cover and ranged combat modifiers is applied indoors. The Urban Ops rules say that the Cover rules as changed to match the Close Quarter Combat rules. My guess is that that the rules was for indoor ranged combat modifiers as well.
