We're just starting Flowers, and I used the Black Ziggurat as an introductory delve. Mainly to introduce the delve mechanisms, but I'll also use it as a segue into the campaign.
As the players return to Ship City with the navigator’s bracelet, word of their successful return from Asherot reaches the Black Toad. Instead of a hostile confrontation, the characters are approached in Aluminum Bay or the Chasm by a syndicate representative. They are "invited" to a meeting on the factory ship Razad to discuss a "mutually beneficial arrangement" regarding the information they gathered at the ziggurat. They want to know what happened to the Black Toad operatives running the kasram lab, the details of the "fake navigator" (the kasram replica) the players killed (in my campaign), and the fate of the real Navigator Sirhaut, as the syndicate needs to know if their arrangement with the Fourth Directorate is compromised.
This gives the PCs a way onto the Razad, which will be needed in the First and Last Man. If they go there before they start tracking Gar Boutaleb, I can use that as an alternative starting point for the investigation. If the players provide the Black Toad satisfactory information about the ziggurat, the ship captain might offer them a "side job." He is annoyed by Gar Boutaleb, who thinks of as an old, paranoid delver who is currently using up the ship's supply of cirra-cirra and babbling about Builder vaults, and would like them to convince him to leave the ship. When the PCs meet Gar, he'll tell them about the murder and the tablet, and that people are looking for him and the artifact. This means that we'll then skip part of the investigation, but then I'll just have to introduce the different parts of Ship City in a different way.
