No livestock has been stolen. Instead, they are found savagely butchered, with hunks of their bodies carted away while the remnants are left on the side of Bree-hill to rot.

I will be starting a game in a few weeks and am planning what their first adventure will be. I thought a good basic introductory adventure could be based on the "Goblin Raids" side-bar in the description of Combe, page 186 of the core rules. The essentials are that livestock are being slaughtered, but not eaten, in Combe and the dour villagers are refusing help. It is written that it's kind of a surprise that it's goblins doing it.
My question is this: is the unstated intention of this sidebar that something is going on with these goblins, in that they are not eating the animals they steal/kill instead just leaving their rotting carcasses on the slope of the hill? I am correct in thinking that is unusual behavior for goblins/orcs, right?

I played this that bones, hooves, & viscera were left behind, but most of the meat & organs were taken. Goblins are not picky eaters.

I would build up to a big attack of goblins attacking Combe.

Ironically, I built up to an "Event" where goblins attack Archet.

But there was build up - ruffians were encountered, to discover they're working with goblins, to discover that they were following a mad-man (once good, but corrupted by a cursed weapon) - this man was the former mayor of Archet, and in his madness, thought goblins took over Archet, and his soldiers he commanded now to liberate Archet were humans (when in truth they were goblins; his entire perception was reversed).

Then made a d100 event table that each turn the players would roll, to see what events triggered. The idea being they'd need to reach 100 morale, and each event either gave or risked Morale.
