Goblin Raids in Combe

I will be starting a game in a few weeks and am planning what their first adventure will be. I thought a good basic introductory adventure could be based on the "Goblin Raids" side-bar in the description of Combe, page 186 of the core rules. The essentials are that livestock are being slaughtered, but not eaten, in Combe and the dour villagers are refusing help. It is written that it's kind of a surprise that it's goblins doing it.
My question is this: is the unstated intention of this sidebar that something is going on with these goblins, in that they are not eating the animals they steal/kill instead just leaving their rotting carcasses on the slope of the hill? I am correct in thinking that is unusual behavior for goblins/orcs, right?
