The Psionics rules aren't detailed in MUTANT Year One: Elysium. Where can I find these rules? The Core book for the line is not available new on Amazon.com. The used copies are over 150 US dollars. Where can I find these rules at an affordable price?

Also, will there be a compendium of rules and mechanics published?

If you can't find a physical core rulebook to an affordable price, PDF through drivethru is the only option I'm afraid.

I've got the Core Book with the Mutant powers.

Should I simply decide which powers are Psionic or is there an official list?

There is one in Hotel Imperator zone compendium.

edit: In the core rulebook it is: Mind Terror, Puppeteer, Pathokinesis, Pyrokinesis and Telepathy.
The Swedish MYZ core rulebook also contain Beastmaster. I think this was added in ZC5 Hotel Imperator. ZC5 also includes Telekinetic. ZC2 Dead Blue Sea includes Cryokinesis.

I don't have ZC5 (or ZC2) in English and the ZCs may differ a bit, but I think this is right though.
