Because attacks against a mounted fighter are generally directed at the mount (because aiming at the rider comes at a -1 penalty) I'd assume that the Talent includes the mount, or, from another perspective, reflects the rider's skill to make the mount evade an attack (through the reduction of the attacker's successes, up to zero). It's IMHO not dodging or a combination with another damage-evading-related skill, it's "on top" (much like the Halflings' Kin Talent) and is to emphasize the "team's" mutual tactical mobility in melee and probably works even against ranged attacks. But that's just my personal interpretation, too.
