Yes and no. In principle you're right: MERP covered Tharbad quite extensively (especially
Thieves of Tharbad), but all that in a time when it was still a bustling city in a functioning realm -
Thieves of Tharbad in the early 15th century T.A. and more generally in T.A. 1640.
It had some lines on its state in the late Third Age (ruined), but that was not much.
