I would say that base encumbrance is you carrying things in pockets/on your belt/using a sling/LBE harness/etc... Adding a backpack lets you carry more, but it doesn't mean all the equipment goes in it. If I had to make a rule of what goes into the backpack to gain the benefit, I would say it carries 5 bulk and the STR can be carried around the PC's body but there is no rule requiring that.
