I think "Miserable" in the 5e adaptation is customised for the game, not a standard D&D thing. TOR 1e and 2e have a similar condition, which works well, not sure if the D&D version's mechanics don't work so well? In TOR 2e, rolling an eye of Sauron on the d12 normally counts as a 0...

Yes, High Elves of Rivendell are in the Rivendell pamphlet that accompanies the loremaster screen. As with 1e cultures we’ll presumably get more cultures as we go along. Plus three additional cultures in the peoples of wilderland pamphlet, but as noted above that is a Kickstarter reward only so far....
