Ranged bonus in melee

Hi all, first post here :)

I am a bit confused by the range bonus/malus for ranged weapons. The book says that the pc gets +3 when shooting at an enemy at arm's length of the enemy is unaware or defenseless.
Does this include an enemy prone? Then why melee only gets +2 vs prone enemies?
Or is it to be interpreted as +3 vs enemies that are not actually fighting? Does this make sneak attacks with ranged weapons inherently stronger (aside from the obvious not having to get closer to attack)?

A prone target is not defenseless. You are allowed to defend yourself when you are prone, the only thing that you can't do is to attack (other than shove).

Thank you for your answer.
Then I imagine I should apply the bonus of +3 for arm's length only if they manage to sneak that close to a target, and still apply the malus of -3 if they try to shoot to a prone target at arm's length, right?
