Hi,

I wonder if Tough Skin (Ogres & Trolls) grants the rolling of two dice (keep highest), when using Hit Dice to recover Hit Points during a short or long rest OR is it only when rolling for HP gain when leveling up?

Only when you roll for hit points. Using HP dice to heal isn't rolling for hit points.

Which is missed opportunity imo.
