What happened to East and West Berlin?

I can't find any mention of Berlin in either the Referees or Players Manuals.
Literally the first entry in the timeline:
"1989
NOVEMBER 9: The Berlin Wall falls."
There is no more east or west berlin.
There is only Berlin.
