I have a question on a rule

It is regarding small crews and the pilot making the attack rolls “The ranged combat attack rolls are unmodified” p170

Does unmodified mean no target lock, no range,no multi action penalties?

That wording is very vague, indeed. I guess it's easier to simply ignore modifiers and roll an basic attack, but that makes no sense. For instance, the weapon's given modifier, and a distance modifier, and a multi- action penalty should still apply to any pilot attack, out of common sense. So, If I were running that scenario, I would maybe say no target lock, but certainly not allow an "unmodified roll".
