Shooting without target lock

Salam, spacefarers!
When you want to shoot a ship at Medium distance (beyond visual contact) -- can you shoot, if target ship is spotted, but not target locked? You're not see it, after all...
I have a strong feeling that someone already asked/answered that question, but i can't find it with a search.

Torpedoes cannot be used at all without first locking the target. Other weapon systems can be used without a lock, but suffer a -2 modifier.

Yes, it is, but HOW? If you can't see it, how you should hit it? At Medium distance and further It's just a radar blip...

Your sensors might be able to pick up the contact, whereas the weapon systems needs to "lock" the target before they work as designed.
