When to allow pushing?

So, the rules seem to indicate that you can push any roll you make. But I know some GM's encourage no pushing on 'passive' rolls and on exploration rolls for various reasons.

I kind of lean towards that, towards not allowing pushing in situations where the damage to an attribute isn't a potential threat (which is, admittedly, a lot of the time...i.e. I don't let them push often).

Am I being too restrictive?

As one of those GMs, no. :D

I try to keep it simple and consistent though. So no pushing on journey rolls (if it has a mishap table, you probably can’t push it). I also don’t allow pushing on crafting, you can instead get bonus dice by taking longer to do it (RAW). Finally passive no push is RAW, looking for someone/something is different from just “keeping an eye out”.

Personally, I allow it as written - ie. any time you can improve a roll with more successes. My player is a magic user and so need to generate willpower to fuel her spells. Not allowing her to push rolls when needed would deprive her of a main source of her character's power.

Oh, I allow pushing when things matter, it just seems too easy to gain willpower when you push your roll to make camp or whatnot.

How do you justify or explain the damage when pushing a roll like crafting? What "in game" stress results from that?

I permit to push in crafting, for me it is an injury or breaking gear issue during the process.
Instead in journeys I try to avoid pushing.

Remember that only in "active " action you can push, so not when you resist to something or someone

So even RAW passive rolls are not to be pushed. And any restriction on pushing falls under "The GM has the final say." :D

I have a sorcerer in my party and I can't recall the last time he had no WP. Perhaps he has less on average than he would otherwise but I don't think it actually makes that big a difference in the end.
