Ship Costs

So I have been wondering (and maybe overthinking) when to add the % of the shipyard and the features. Will this be calculated to the base cost (like 2.000.000 birr für a Size IV?) or will it be added to the final costs including all modules?

My bet is for all-in with modules.

p.149 states that the cost of a feature to the ship's starting cost, shouldn't take into account the modules.
