Draconites are described in several places (included the chart on p.189) as being a Firstcome Faction. Indeed, on that same page the aside box says that the Draconites took part in the destruction of the Nazareem which, according to p.11 was during the Portal Wars. However, in the Draconite description on p.202 it states "The faction originated in the part of the crew of the Zenith that valued resolve and willpower above all else.", indicating they came later with the Zenith. I haven't finished reading all the lore yet. Are they time travelers, or has the faction existed since Firstcome time and just some of the Zenith crew left to join?

The way I read it (including the section of the Sacrifice of Nazareem in the Atlas) is that the Nazareem were defeated in the portal wars but not wiped out. The Draconites, who did indeed come on the Zenith, joined with the the Order to help hunt down and wipe out the Nazareem. Officially, the Nazareem are long gone, but we know from the Atlas that sleeper cells still exist, and the Order and the Draconites still work together to hunt them down. 

That doesn't quite explain why the Draconites are counted as a Firstcome faction when they came on the Zenith. But what I like about the factions of the game is that they are messy. The Draconites are opposed to most of the other Zenithian Factions, therefore they side with the firstcome. Meanwhile the Legion, who are firstcome, side with the Zenithians. 

The Draconites are in antagonism with The Consortium and The Zenithian Hegemony and have a more mystical conception of the world than the Zenithian factions. Thus they are an exception just like The Church of the Icons and the Legion. 

The Draconites were not mentioned as an example in the end of the first paragraph on page 188, but are another exception based ont the facts above.
