Action Plan + Tactical Support

Im playing a character that has both action plan and tactical support. I'm unclear how they interact with each other. Tactical support says it works as a stunt on ANY roll in an action scene, allowing you to give +2/per in exchange for any number of EXTRA 6s. Action plan gives +1 die for each 6 rolled giving a scaling sucess rather than the binary seen with attack rolls, so im not sure if there even are "extra" successes to be able to use them together. I could see it going 3 ways; say i roll action plan and get 5 sucesses
scenerio one: they dont work together
I give my team +5 with AP but dont have any "extra" sucesses so no TS bonus can be used
scenerio two: they totally overlap
I give my team + 5 and because I exceeded the 1 success threshold to activate AP by 4 I get 4 TS bonuses to hand out (this seems super busted with a potential +13 dice bonus, its also DMs current RAW ruling)
Scenerio three: they share dice
I give my teeam up to +5 but i can choose to reduce that by 1 for each TS bonus i give out (this seems like a powerful and flexible option allowing me to buff attackers while diverting dice to support characters who arent on the offensive)
We've only just switched our game over to this system so this hasn't had time to get out of hand yet but i hit a 5 playing robot in the intro oneshot under scenerio 2 rules and thought I should be spamming this ability constantly. Overall I think this system is really fun. Sorry for the long post any advice or clarity is greatly appreciated.

My understanding is that a wording like 'get X per [6] rolled' effectively is mean to be just a simplified wording for 'if the roll is successful, you get X, and as stunt, you can get an additional X for an extra [6] rolled'.

Which means for me that both Action Plan and Tactical Support 'consumes' the [6]'s rolled. You cannot use them for both purposes, the same way you cannot use a single extra [6] during an attack to buy several combat stunts. The first [6] is not an extra [6], it's the basic [6] needed to have a successful roll; all additional [6]'s are extra [6]'s.

So, if you use the power Action Plan, and roll 2 [6]s, you:
- will give +1 die for ALL rolls with the selected action type for ALL other heroes until your next turn; plus you can choose one of the following two options for your extra [6]:
- give another +1die for ALL rolls with the selected action type for ALL other heroes until your next turn; OR
- give ONE single ally another +2 dice, but just for their NEXT roll.

If you rolled 4 [6]'s in the original roll, you would make the choice 3 times (for each of the extra [6]'s). For example, you could decide to give +2 for ALL rolls with the selected action types of ALL other heroes and give two heroes an additional +2 dice on their next rolls. Or even give +2 to ALL other heroes, and give ONE hero an additional +4 diece on their next roll.
