I saw someone use the second ability of insect wings to fly up and stand on a nearby wall and then shoot from there. That shouldn't be possible, right? (since the mutation is an action, you can only do the action described)

That is correct. Insect Wings is an Action (the green arrow to the right symbol) with the exception when you fly right up, you are allowed to do an aimed fire and then land in the same spot. If you do any other type of flying, it is an action.

Yeah, I have seen people do all sorts of mistakes. Even though it is a very simple game, mistakes are easily done. Regarding this, I guess, they read that you could do an aimed fire and just assumed that you always could do that and forgetting that the card is an action mutation, not an enhance mutation (technically it is an action mutation that has an enhance exception). The idea with the flying up and shoot is an homage to the video game where you use the wings to fly up so you get a better view of the enemies, fire and then land. They wanted a model with this mutation to do the same thing as in the video game.

I read it like Fenhorn but in fairness the card says "Model moves Long distance vertically and fires Aimed from there and then lands on the same spot (cost 1 m-point) or flies Long distance (in any direction and across any terrrain) per m-point spent (cannot be used to Charge)."

Which can be read as:
1 Model flies up, then EITHER shoots and lands back down (1 m-point) OR moves ignoring terrain (1 or more m-points)
2 Model flies up, shoots (1 m-point) , then EITHER lands back down OR moves ignoring terrain (for additional m-points)

The italicised or in the card text implies to me it's a choice between moving and shooting, otherwise flying away is an extra option, not a choice. But the lack of "either" makes it hazy, it's not a hill I'd die on
