Resources for Occupations

This is more like looking for insight or design intent. Various occupations come with different starting Resources, which does not seem balanced or offset against anything. So, it's basically a choice of the player if he wants to play a filthy rich character with access to everything, or a dirt poor one, who cannot even buy a hamburger off a street vendor without rolling 6 on a die. Or at least, I did not identify a pattern of conscious balancing factor e.g. like making higher-Resource characters get less crunchy Talents.

This may be intentional, I guess. It could be a fun role-playing element. You can argue that you can have different fun social scenes for characters with different Resources, and a low-Resources character is not, per se, worse.
But... with the Windfall Talent and Hard Times Drawback, this is not strictly an rp element in the game. By having these Talents and Drawbacks, the system itself says that having higher Resources is a benefit for the character, and having lower Resources if a hindrance (both worth 1 Attribute point per 2 Resources level at character creation). So, why do some Occupations essentially receive this Talent/Drawback for free?

Any insight would be really welcome! I was considering trying to balance this out (like for example: Occupations with Resources<3 would get +1 Attribute Points, and with Resources>4 would lose 1 Attribute Point), but I'm not sure about it yet.

Occupations are designed to reflect a character’s background or civilian lifestyle in the game world. A typical celebrity will naturally have a different standard of living than a typical college student, and Occupations are intended to capture those differences. Occupation talent choices consider this, with some talents - like Resilience or Unconventional Wisdom - offering slightly broader utility, but the main goal is to provide options that make comic book sense.

Since regular gear plays a smaller role compared to powers, whether a character can buy the flashiest vehicle or owns none at all has less impact on gameplay. Teams can pool resources, and all comics universes have organizations capable of supporting superheroes financially if that is important to a specific adventure, so the things are already "balanced" from the standpoint of the over-arching mode of play. The Windfall talent and Hard Times drawback give players more fine-tuned control over how they want to approach that aspect of the game and their standard of living if that is important to their concept or how they want to roleplay their character. Hard Times is already limited to being chosen only twice (since drawbacks can't be acquired after character creation). This would be just like any other talent or drawback. Charger isn’t necessarily better than other talents - it simply lets players emphasize a playstyle they enjoy, the same way Windfall allows for that.
