Issue: Talents When a Hero Is Unpowered

Issue:
Talents are always-on by default, but the rules give no guidance for Talents that should only apply while a hero is powered up (e.g. a power suit or transformed state). This leads to incorrect results, such as a hero retaining Durable x3 (+Health) in their unpowered human form.

Fix / clarification:
Allow Talents to be declared dependent on a specific power source.
If that power source is unavailable, the Talent’s effects do not apply.

This aligns Talents with existing power-source logic, avoids fiction-breaking carryover into civilian form, and requires no new mechanics.

It may be that the designers expected GMs to apply fictional positioning here. I mean if you’re not in the powered form, you don’t benefit. But since it’s not spelled out, a formal clarification like yours would obviously prevent table confusion.
