[Moved] Dropping Prone

I am learning the game, but the forums are filled with house rules,
AAR and solo play through. These post should be separated from RAW. It
makes it hard to find the answer to a simple question, like is dropping prone considered movement? And hence -2 modifier on attacks made the round the target does so. I love the art in the books I have.

The penalty of -1 applies only if the target is actually moving. Moving target means if the target has moved since your last turn, i.e. moving one hex or moving up one to the second floor, etc. Shooting at a prone target is also -1 so the shooter get the same penalty.

Also, I moved the thread to the General subcategory since it involves rules and other non-secret things about this game. The Referee's (GM) section is for secret stuff.
