Is it an action to deploy a Bipod? Is a heavy machine gun consider stable if the weidler is prone?

Bipod (and tripods, et al.): There is no stated action to prepare heavy weapons to fire, but I would assign a slow action to deploy a bipod based on the time requirements of other actions. I would require more to deploy a tripod and mount a weapon to it, based on personal experience with different systems.

HMGs on the ground: They are not on the tripod or vehicle mount they require. Thus, they cannot be fired.
