If you do a bad roll with armour, the rating goes down, is that a permanent decrease to the armor?

You can repair it like any other items that is broken or partly broken.

Although that said, if you fail the repair roll (see the Jury-Rig specialist skill), then the armour rating will be permanently reduced to its current value.

Sorry about that. I confused this with the RPG. In the RPG, you can't repair anything if you have failed doing so and yes, in the RPG, you use another skill that Survival (the RPG has more skills). In Zone Wars, I don't think there is a limit to how many tries to repairing an item you can do, because you only have x number of rounds in each scenario.
