Charge + Permanence in Path of Glory

In Stormhand’s lair, both the pentagram and the statue in the bedroom have charge + permanence, and are described as if stormhand (or anyone?) can transfer wp points from the item to themselves. My understanding of Charge is that those wp points can only be *used*, e.g. to power spells - not simply transferred to replenish already used wp. I am perfectly fine with having unique items that go beyond the spell lists, but these are specifically described as if those spells are providing those powers. Can we get a clarification?

Charge.
"You transfer your WP to an inanimate object of your choice, which acts as a battery. Each power level lets you transfer up to 10 WP. Anyone in contact with the object can then use its WP instead of their own. After one shift of time, the charged WP dissipate, unless combined with PERMANENCE. CHARGE can also be combined with MAGIC SEAL (see above)."

The way i read it, if you are in contact with the enchanted object, anyone can draw out the WP out of the object, regardless if you are a mage or not.
I can agree the way it is written, it implies that you use the WP in the object first over using your own pool when you need to pay for a spell or ability. But imo i don't see a reason why you shouldn't be able to take points from the charged object to replenish spent WP.

"Use its wp instead of their own" assumes that you are *using* wp for some purpose. That is different from replenishing previously used wp.
