Severe Injuries and damage "Steps"

From the Players Manual p. 74:

(Quote)
Severe Injuries
"If the damage of an attack exceeds the weapon's crit threshold by two steps or more, the critical injury is severe -- this means that you roll two d10s on the critical injury table and use the highest result. If the damage inflicted is four steps higher than the crit threshold or more, you roll three d10s and use the highest result, and so on."

How are these "steps" in damage determined? Are they based on exceeding multiples of the crit threshold? Example, if the crit threshold is 3 and 6 points of damage are somehow dealt, is that a single, extra "step" of damage? Any help in the right direction would be very appreciated. Thanks!

If a weapon has a 'CRIT' of 3, then that weapon causes a critical injury on a hit that causes 3 or more damage. The weapon causes a severe injury (rolling 2d10, use the highest) on a hit that causes 5 or more damage and a severe injury (rolling3d1, use the highest) on a hit that causes 7 or more damage.
