I am new to this forum and I have a question and hope that you can help me

In Chapter 11 -> Coriolis Goverment -> The Council of Factions
The book mentions:
"Each faction has one vote, as has the Governor. The Emissary from Xene has an observer status and cannot vote."
Ther are 13 council members (including the governor and emissary). Since the emissary cannot vote, that leaves 12 people who can vote.

But then the book mentions "13 votes" in the same chapter
"The example of the vote on whether the Emissary should be granted observer status or not illustrates this: at least seven of the thirteen votes were needed for the motion to pass, but afterwards, eight factions spoke out in disappointment over the results."

Is this a mistake or am I missing something? I guess that 12 votes would not be correct, because there could then be a tie. But I do not see who could have the 13th vote.

Can someone maybe help me?

I think it is an error in the translation, im looking at the swedish corebook and it says, literally; "At least seven votes were needed to elect [?] the Emissary, but afterwards eight factions complained that the Emissary had been elected." So theres no mention of out of how many factions complained afterwards in the sentence.

I suspect it was an on-the-fly edit by the english translator to fill out or adjust for layout purposes.
