Am I to assume that people won't be able to use the Community Content Program to make homebrew scenarios on Drivethrurpg like Aliens and Blade Runner.

There has been no mention of TWD being in the CCP, so you are correct that it will be like Alien and Blade Runner in that regard.

Damn shame that as it stands no one will be able self publish anything for the game.

You can still write things for the game as long as you upload it here on the forum, discord, etc and of course that you don't charge anything for it. It became part of the discussion so to speak.
