I noticed that in the FTL version, artifact dice only ever give 2 successes, but in Forbidden Lands they are able to produce one success per 2 points over 6. (So 4 successes if you roll a 12 on a d12). Is this an intended restriction for the FTL, or a small oversight?

The YZE OGL/SRD is a set of generic modular rules that can be used as is or modified when you create your own game. The rules in FLs own games differs from this to fit each game.

Agreed. The open gaming reference rules are a starting point that you can adapt to whatever you want (as long as you're not literally copy/pasting text from another game). If it ends up further or closer to something you like (for example Forbidden Lands), that's ok as long as you wrote text of the changes yourself.
