Monster movement / tactics

I have a question on the movement of Monsters. Rar a Monster can attack and take a move action every turn before or after the attack. With increasing ferocity monsters would become incredible fast in terms of movement.
Can a a monster trigger free attacks? Do they get a free attack when they leave the controlled zone of an other combatant? Did they fail the evade check automaticaly because they have no skill level in evade or do they use the default rank of 15?
Otherwise fast or flying monsters could be brutal as hell. A flying beast that moves into attack range to attacks and moves out of reach afterwards would be almost unbeatable in melee. Look at the griffon with ist 30 m movement.
That brings me to another question. When does a Monster roll for their monster attack? At the beginning of its turn or when it enganges in melee? Some of the monsters have range attacks so the later would make no sense.
Because there are so many points where monsters are threated different from pc´s and npc´s, a clarification in the rules would be a good thing.
