Two gameplay issues:
One: altering attributes and health/resolve
Powers or drawback/limits that change attributes (such as alternate form, signature item) don't specify wether they also change derived stats like health or resolve. Monster Girls QS stats seem to imply that they do. If so, there is no guidance as to how damage and stress transfers. With the MG example, her troll form has 12 health. She takes 6 damage and transforms. Does her human form now have 6 or 0 health?
This question is particularly important as most combat will happen in the form with higher stats, so transferring healthvalues needs to be cleared up.
Two: has been covered a bit already: Sorcery is too powerful and unfun as it is. A power that can imitate any other power is incredibly useful, and the limitations (quick action, presence test) aren't significant enough. I recommend adding a further limitation in that you aren't allowed to activate more than one sorcery power at once - so if you activated blast and want to fly now, you need to drop blast (and spend another quick action to regain it). This avoids broken combinations and incentivises players to invest in "normal" powers they regularly use. To allow some more flexibility, the signature power boost could be replaced with a prepared spell boost that allows two concurrent powers (this would shift signature powers to being covered by normal, non-sorcery powers, and free up a bit of space to avoid major layout changes)

The rules for falling seem a bit vague. Say someone (a player or NPC) picks a player up, goes sky high, and then drops them. How many zones does a character fall in a round? When in the round do they fall? It says that some powers negate the risk of falling, but the only one that really seems to is flying, and that's because they can choose not to. Thank you for your time.

I made a
quick-and-dirty conversion of Wolverine and realized an issue with the Enhanced Senses power. Wolvie has this power with the Specific Sense Limit (Smell). According to the book, Limits can increase the power’s level by one step (such as basic to Major) or choose a boost for the same power.
But Enhanced Senses doesn't have additional levels and no other Boost is needed. So, what happens with the bonus provided by the Limit in this case?
Also, if you want to preserve the alliteration in the names of the Hero Ranks, I suggest Teen Troubleshooter and Street Samaritan.

The Penetrating Sense boost seems like a great use for the limit trade-off for Wolverine since it's all about scent. That's one of the reasons that boost is there, to allow for that trade off for more oomph for the power without adding levels to it since the power didn't call for that level of granularity.

There should not be a situation where a power has a limit but does not either have levels or boosts available to select to offset it. If anyone comes across a place where that is not the case, do please let us know.
If you are asking what happens in a situation where a player doesn't like the available options for their concept, then we mention that the GM can come up with new powers, talents, boosts, etc., if desired, and that could work in that case.

Just finished reading the book. Looking good.
Please don't group the powers. It undermines the usefulness of the book as a reference at the table.
My player has Sorcery. I want to look something up. Is it a Control Power? Or a Modification Power? I don't know. I just know it starts with S.
Please just list the powers alphabetically, with a tag or indicator what type of power it is. Grouping makes it harder to find powers.

The description for indomitable (page 72) reads as:
Indomitable: Once per game session, you may
ignore all ZZ when pushing a roll.
The implication seeming to be that it should be a viltrum symbol.

Thats what the table on page 45 is for. Though I do think it might be a better idea to list the page number in that table, rather than the kind of power it is. Or both even, if spacing works out.
I do rather like sorting powers by theme though - its significantly easier to work with during char gen imo. And if you want to look up a power, youd just search for it in the index - saves a lot of time compared to going down the list. The p45 table could work as a shortcut though, so you dont have to sift through the whole index.

On page 14, under Attribute Rolls, Pushing, it is unclear to me if you take a point of stress for just the 1s rolled in the reroll or if you also take a point of stress for each 1 rolled in the original roll as well. I think you take a point of stress for all 1s rolled before and after the reroll, but it would be nice the Pushing entry was clarified or if there was an example.
