I think that it’s a good idea to grant a bonus for characters that have the skill and penalise it if characters don’t have the skill. Good solution. Make both skills more complex than others but it’s very good. Will go for this one.

Regarding Scout
it is not clear what situation the textbox is referring to but the text should be changed so it fits the rest of the chapters (sorry English speakers). The chapter about travelling in the wilderness the rules says that one character needs to be on a "lookout" duty at all time. In those situations it would be him (the lookout) that makes the roll and in those cases it would make sense that he has a penalty for each member in the group. Although, if more people are on a lookout duty a the same time (lets assume two) then the best of the two should make the roll and the other one give a +1 bonus and then a penalty of -1 for each member that isn't on a lookout duty.

Regarding Stealth
If we read the skill and also the combat chapters (again sorry English speakers) the textbox that said that only one person is rolling and he will have a penalty for everyone else is (probably) is meant for times when a party is sneaking past a guard or sneaking out of a village and for ambushes (i.e. group things). In those cases it makes sense, in a way. It is much easier to scout for example four persons than one, and it will all come back to the "stealth idiot" of the group. For sneak attacks and other individual situations, the combat chapter states that stealth rolls are rolled individually.
