As a Ref would you allow someone with a 1 shot weapon to even roll an Ammo die? I don't think that I would permit it.
Then you are weakening these weapons. The possibility of getting improved damage is part of the design, so would you increase their damage or lower their crit number as compensation?

If something were listed with a ROF of 0, people would be saying that it couldn't shoot at all. My assumption as a Referee is that the game designers are giving me tools and a framework within which to adjudicate a compelling game, not laying down tournament regulations that require permission to alter and that brook no interpretation.

With respect, I think it's pretty obvious that you cannot rapid fire a "zip gun" since you have to reload it after every bullet. If the rules presupposed no employment of common sense the book would have to be several feet thick and still wouldn't cover everything.

Heavy weapons specifically don't employ ammo dice. No such exception is noted for a zip gun. This changes the metrics the game engine works on for small arms and makes non-heavy ROF 1 weapons weaker. If that houserule suits your game, great. Refusing to acknowledge that it is the default rule is different.

A zip gun is no different to an M16 with only 1 round left in the magazine and the rules are clear that you can add as many ammo dice as the ROF of the weapon or the number of rounds in the magazine, whichever is lower. I see no need to house rule anything for weapons with magazine size of 1.

I might have phrased the OP a bit wrong. ROF has essentially nothing to do with this, this situation applies for any weapon that has a single round in the mag left. In that case you can use a maximum of one ammo die (thus the ROF1) the weapon's ROF can be anything, but at that point only one ammo die can be used.

Anyways as I originally stated I'm looking for a clarification from the writers. All of the speculation is fine but doesn't clear up what the original intent behind the phrasing/rule was.

I can see there’s a desire to hear something official - my view though "hit more targets" = "land more hits" as in the original post. It seems to me hard to have 2 bullets hit a target if you only fired one. But sure, increase damage by 1 if the ammo dice rolled a 6 - I can rationalise / abstract this way more easily

With ammo dice hits you have two choices, either:
* You increase the damage to a hit, or
* You can hit another target. This will cause weapon damage to another target. You can select the primary target again, he is technically both the primary target and also the secondary target of your burst. This requires that you have at least one bullet per target, even if you decides to hit the primary target with an ammo hit as well.

If you shoot one bullet with ROF 1 and you get a base hit and an ammo hit, you will hit the primary target and it will cause weapon damage +1.

If you shoot two bullets with ROF 1 and you get a base hit and an ammo hit, you can either hit the primary target with weapon damage +1 or hit the primary target twice, both hits will cause weapon damage or hit the primary target and a secondary target and both will take weapon damage.

But I am not the writer of the game of course so :roll:

It is the logical answer perhaps. I don't know if Tomas have seen this thread. He do check the forum every now and then when he got the time for it, so perhaps when we least expect it will weigh in.
