I had Sturkas act like an an old west sheriff, actually trying to keep the peace. In my game he ended up paying the party to escort the “not-dwarf” from the village when things went badly for him, to avoid having to put him in the ground.
In my game there is very little black and white to the characters, mostly shades of grey.

Thanks to Ebrim, OddsBodkins, lupex, and others.
I was confused about Sturkas at first, and I still wonder if I should have used him as one of the first in-game examples of a rustbrother my players would encounter, but he proved to be an amazing NPC: demonstrating some of the horror of what the Church of Rust teaches (the way Sturkas behaved in my game once pressed), but also that members of the various organizations are individuals with convictions who are ultimately real(ish) people living their lives in the world.
