I sadly killed a PC by using the camping rules wrongly in another FL game. Things that happens sometimes when we read things wrong (which will happen if you read a lot of rulebooks).

Yep, I hear you mate - it was carnage the other night, in the turn directly after the Mortar shot (which was our introduction to mortars, so has been a great learning experience) a player was hit in the torso behind hard cover with a God Roll 3 Successes and 3 additional hits, scoring a Lethal crit and failed his death save - we went from them owning the encounter to two guys out of action - thankfully my screw up didn't KILL the player hit by the mortar - it's gunna make and interesting video lol
Thanks

So with all that said
The mortar has two options;
Target the man which (if successful) would have been 1 step down for being prone, 1 step down for being in Shrubland and 2 steps for being an individual.
if hit, he takes direct damage and blast damage or;
Target the Hex and (again if successful) the target takes just Blast damage.

Yup. When I asked Tomas if he didn't think targeting a hex could be a bit weak he said there are side effects such as CUF that can be a devastating, especially if you cowering prone due to a failed CUF roll in a hex that a mortar is targeting.

Thanks and I get it now. I do think that "targeting individuals" with area effect weapons (RPG's yes) shouldn't be a thing, but it is a game and mechanics are mechanics.

I was a bit wrong about how this work (I asked Tomas for a clarification).
When you target a hex with a heavy weapon only blast damage applies. This is very inefficient, but can cause some damage but it has great effect on enemy morale. Normally a heavy weapon is used to target vehicles or buildings but can also target small targets like individuals (with -2) and in those cases the direct damage applies.
I mean, it's not inefficient. You either target the hex and hit (highly likely) and deal Blast damage and the attendant non-damage effects or you risk it for the biscuit targeting an individual and missing (also highly likely), meaning the target and his hex take, at best, one step down in Blast damage. That's the tactical choice you have to make.

True. I haven't used the heavy weapons that much in this game besides vehicle cannon against other vehicles.
When I said it was weak, I meant that the blasting power quite fast goes down, but as I said above, Tomas also reminded me about that there are CUF rolls in an explosion hex and suppression in this game can be very devastating.
