For those who want to fight with their bare hands, like a monk, they must... 1) consider their hands as weapons?! This is clear from the table!...but does everything that applies to a melee weapon also apply to their bare hands?! 2) To fight with their bare hands, must they have both hands free?! Or can they, for example, hold a staff in their hand? Thanks!

The rule specifies that Brawling is used with:

fists, feet, teeth, or claws.

And on the gear list with have only one list that is unarmed, so as long as you can do one of those things, you can use unarmed (for the most part it would be feet or fists).
