I would like to ask if the Starting gear is taken as the same as artefacts only with 0 VP?
For example. There is a Zone card which says when you fail, that every artifact you own suffer 1 dmg. Is that mean even a starting gear should suffer one dmg?

Artifacts are artifacts. It doesn't matter where it come from. Starting artifacts are just artifacts that the mutant (or whatever) found (or made/fixed up by a gear-head) before the game. In a campaign play, artifacts found during gameplay will be worth 0 VP in the next scenario, same as starting artifacts.
