I mean, who would dare not replying to them!Since Sauron did not know WHERE the Shire was, I assume they searched all of Enedwaith, Dunland, and around Lond Daer before crossing at Tharbad (they hate water, and it would make sense to search south of the Greyfood before crossing). Even when they crossed, they could have searched all of Cardolan and Minhiriath before crossing Sarn Ford.
