How do you distribute the skill rolls during a council or a skill endeavour? What if a single player-hero wants to make all the rolls? Do you describe the situation so the player-heroes all have to participate?
My players accept that I want at least one roll from each player-hero, but besides from that, anyone can roll if the time limit allows it. However, I can't find any guidelines in the rules

I encourage the Players to decide who makes the Introduction roll with input from me looking at my spreadsheet that has everyone’s Skills, Proficiencies, etc.,
Then we go to a different Player-Hero for the first roll, another for the second, etc.,
Sometimes it’s all over before we get to everyone, because of Tengwar.
I haven’t played with anyone who insists on doing all the rolls in decades.
