I think I am correct in thinking you could wear the Mil-grade Hazmat suit (from CMOM) over the M3 personal armour?

I was prepping for quiet catch mission and noticed the Hazmat has armour value 1 so does that stack or is that an indicator that armour can't be worn underneath?

The rules aren't explicit about it, and RAW I think it's meant to be one or the other. But, it'd be really stupid for a military to use HAZMAT suits that were incompatible with its armour, so I've always let my players wear both, stacking the armour ratings and the weight

Though I described it as wearing the armour over the suit, like this:
