The encounters often have a number of NPCs determined by a multiplier applied to the number of PCs.
However, so far in play the PCs have helped some starving American soldiers, and have just rescued some American soldiers who called on a radio for help against Soviet troops.
My question is, if the PCs are traveling with trained soldiers, do the NPCs become part of the calculation to determine the number of Encountered NPCs?
The answer seems that it should be yes. But I'm curious how others handle this.
