What are "guest-laborers"?

On Symbaroum Core rulebook Page 41 it says:

"The boundaries between the formal, tax-paying citizens and its guest-laborers are sharp as the edge of a barbarians waraxe."

Who are the "guest-laborers"? Goblins? What does that term mean in this context? Some kind of slaves?

"Guest Labourer" normally means a migrant who is working outside of their native country, it usually implies manual work, agricultural or construction. but can be anything.

In the context of Thistlehold, its making a distinction between those who live in the city permanently and the various peasant and itinerant workers from the surrounding regions who come to work there. Citizens have more rights and more protection, and generally get away with a degree of bad behaviour. Explorers, mercenaries and missionaries are technically not citizens, but if you have a bit of fame or prestige, you're elevated out of the Guest Labourer pool...

(EDIT: For what its worth, I don't think the Ambrians have slavery as such, they're a feudal nation, so I guess its serfs and/or poorly paid manual work. People can live under conditions that aren't much better than slavery, but it doesn't seem to be a "sell people on the block" kind of culture.)
