Confusing text about casting spells

Hello!
New player here, first post :)
Having trouble interpreting conflicting rules in the Player's Handbook.

It says at page 118:

ROLLING DICE: Unlike skills, you can never
fail at casting a spell. Instead, you roll a number of Base Dice equal to the number of Willpower Points you spend


Later in the spell-casting example at page 120:

her channel the fire in the Rust Brother’s
blood. She spends two Willpower Points to
power her spell. As she is a half-elf, these
count as three WP, and she rolls three Base
Dice


Which is it? The text clearly states you only roll as many dice as number of willpower points you spent, she spent two in the example, but had to roll three dice?

Because of the half-elf kin talent, Every talent and spells she uses WP for, it counts as one more. She doesn't have to use her kin talent though, it is not always good, but that is the reason she rolls three dice, it counts as she have spent three WP.

Yeah I understood that was probably what they meant... just that the rules are written in a very ambigious way. As I don't "spend" more than 2 points. It should have been worded differently imho.
But thanks for the clarification, now I know what the intent is :)

I wouldn't say it is ambiguous. The kin talent says "Every time you spend one or more Willpower Points to activate a talent or cast a spell, the first WP count as two. If you spend two WP it counts as three, and so on."
