Rules Question

Hello everyone,

A question regarding Weather and Darkness and the Ranged Fire Modifiers Table.

I'm confused on how the Ranged Combat modifier for Weather and Darkness works with the Light and Weather modifiers on the Ranged Fire Modifier Tables.

For example:

If it is a Starlit night, it looks like the modifer is -2 to ranged combat attacks on the Weather and Darkness Table.
When I go to the Ranged Modifier table, I also see a modifier for dim light (-1) and darkness (-2).

I've envisioned that the Starlight modifier is for outside, the Dim Light and Darkness modifiers are for inside of buildings.

Is this interpretation correct?

Also, what modifiers to ranged combat impact someone who is inside a building, looking through a window? I understand the barrier of a wall (2 Armor Level), but does the target receive any ranged attack modifier for being inside a building? On the Terrain types chart "indoors" is listed, is the -1 the modifier applied to a ranged attack in this instance?

I would not get hung up about whether it's inside or outside. The rules are pretty clear. They say, "At dusk or in a dimly lit room, you suffer a –1 modifier to your shot. At night or in a dark room with only a little light, you suffer a –2 modifier". In my view the -2 given for "Moonlight", "Starlight" and "Cloudy Night" under "Weather and Darkness" are just repeating the "Darkness" modifier listed under "Ranged Fire Modifiers".

Interesting point. I would say someone right up against the wall looking over the window sill at targets outside the building would not benefit from the -1 modifier for dim light/indoors but someone positioning themselves further back in the room (which is what soldiers are trained to do) would benefit from it, assuming no light sources within the room. If it was dim light outside then I'd bump it up to -2 as the room is lit by external light coming through the window. Remember though that if they lit a cigarette or fired a weapon then the modifier would at that instant cease to apply (PM, p59), something I always forget myself.
