This is addressed right in the referee's manual, which says that this reserve-component unit was not deactivated in 1995 as planned because of the renewed Soviet threat.Don't know why they changed it to the 11th SFG, considering that it was both a Reserve unit, and inactivated in 1994, with most of its troops being sent to the National Guard's Special Forces Groups.
Unless they're implying that in the TW:2000 4e universe, the 11th was either a cover for a unit badass enough to survive the war with rumors spreading of their contact with one of their Soviet counterparts (Much like 5th SFG, 1st Bn, D Co was for the Ghosts), or thanks to alternate history shenanigans lived/was reactivated past '94 and had wartime service that made them into such a unit.
In general, I think you should not assume the 1990s "peace dividend" force reductions were fully implemented. The point of divergence is 1991, after all.
